As Greater Manchester marks US Thanksgiving today, the city region is celebrating £42.6 million of American investment and 595 new jobs from 11 US companies in the last 12 months.

The investments, facilitated by MIDAS, Manchester’s Inward Investment Agency, include major commitments from US-based companies such as S&P Global, Fitch Global, Mark43, Greentec Auto and Boom Inc. Technologies UK Ltd (7mm Holdings company).

The investments, including global gaming companies and major consumer brands, span Advanced Manufacturing and Low Carbon, Financial, Professional and Business Services, Creative, Digital and Tech, and Life Sciences.

Manchester was recently ranked the best-performing UK city outside London for attracting foreign direct investment projects in 2024, for the third time in five years, reinforcing the city region’s growing international appeal.

UKAuthority: Greater Manchester Police to implement new records management system

Greater Manchester Police has awarded public safety tech specialist Mark43 with a contract to supply a new records management system.

The agreement, which has been called off from G-Cloud 14, follows the company being named as preferred bidder earlier in the year.

According to the award notice, the contract will run for three years with an optional extension of one more and is valued at £19.2 million.

Greater Manchester Police is now working with staff, officers and Mark43 on the build and configuration to ensure the system and processes work efficiently. It is expecting it to go live in spring 2027.

Greater Manchester Police (GMP) has selected New York-headquartered Mark43 to provide its new records management system (RMS). Although the company was appointed preferred bidder several months ago, the decision to go ahead was made in September 2025 and no information about the award was in the public domain until recently.

In this extended article we look at the history behind this decision (including GMP’s iOPS implementation), why it is an important deal in policing, and why it will be followed closely by stakeholders, including other police forces, the local community and industry.

GMP is the second UK RMS customer for Mark43, following its 2022 contract with Cumbria Constabulary. At the time, this was a significant deal for both the company and UK policing, bringing a new competitor to a market that is dominated by NEC Software Solutions (NECSWS) and Niche. 

The deal comprises an initial call-off contract awarded via G-Cloud and a longer follow-on contract deed. The G-Cloud component is worth £19.2m over four years, the maximum call-off length permitted under G-Cloud 14 terms. 

GMCA signed a contract deed to cover the follow-on period, which runs for six years with the option to extend for a further four years on a 2+2 basis. The second part of the award has a maximum value of £48m, taking the total value of the contract over 14 years to c. £67m.

If Mark43 can succeed at GMP, it will give other forces the confidence to follow suit, many of which have watched the Cumbria implementation with interest.

To upgrade efficiency and public safety measures, the New Orleans Police Department (NOPD) has initiated the launch of its new Mark43 Records Management System (RMS). This advanced, cloud-based platform is set to streamline data handling, bolster accuracy, and enhance inter-agency collaboration, as reported by NOPD News

The transition kicked off on November 4, and the system is anticipated to be fully online post-final data migration slated for November 17. NOPD’s choice of Mark43 puts them on par with other significant users like the Louisiana State Police and the Department of Wildlife and Fisheries, enabling more robust regional data sharing.

City officials say the overhaul is expected to improve the efficiency of police operations by providing officers with faster access to information and reducing administrative delays in handling cases and investigations. The NOPD has noted that the upgraded system will offer more up-to-date data to support responses to crime reports.

The rollout of the new system will include a temporary delay in public access to crime data. Because the data structure in Mark43 differs from the city’s previous platform, officials say additional time is needed to ensure the new public portal provides accurate and federally compliant information.

Officers on street level will likely welcome the change as Mark43 allows for more efficient report completion and case tracking. This, in turn, translates to increased focus on prioritizing community safety over paperwork. Likewise, streamlined exchanges between the NOPD and justice partners like the District Attorney and Public Defender’s office hint at fewer errors and overall quicker justice processes.

Transparency and accountability, cornerstones of public trust, are set to benefit from automated federal reporting standards and audit trails embedded in the system. The NOPD expects this technology to fall in line with its long-term consent-decree goals. On the security front, Mark43 is solid, built on the AWS GovCloud, crafted specifically for sensitive government workloads.

The city will invest $4.5 million over three years in the system, funded through ARPA allocations. Beginning in 2027, the system is expected to cost about $1.3 million annually, which will be covered by the regular NOPD budget. According to the department, the investment is intended to support compliance, improve efficiency, and maintain eligibility for federal grants.

NOLA.com: NOPD unveils new crime reporting tool; Mayor LaToya Cantrell touts new system

After years of delays, the New Orleans Police Department says it is finally compliant with national crime data reporting standards, following the debut this month of a cloud-based, artificial intelligence-powered records management system. Mayor LaToya Cantrell called the switch to the Mark43 system “a day we have been longing for” during a Tuesday media briefing.

With the launch, NOPD at last comes correct with the national “incident-based” reporting system, or NIBRS, that the FBI transitioned to in 2021. In addition to enabling more efficient and accurate crime reporting, compliance may help New Orleans to again tap federal grant funds for crime victims that it lost due to crime reporting lapses. Those lapses cost organizations at least $1 million in 2024 and 2025, according to a Times-Picayune analysis of city and state records. “When we’re able to meet Louisiana Commission on Law Enforcement, or LCLE, and also federal NIBRS reporting standards, that secures Department of Justice funding for the city,” said Kimberly LaGrue, the city’s IT director and chief information officer. “For years, when we could not report accurately … we were in jeopardy of losing that funding. So we committed that we would get this done.”

Nathaniel Weaver, who heads the modernization effort for the city, called the move “a foundational transformation in how the NOPD operates as a modern police department.” The new system arrives under a three-year contract worth $4.5 million and is funded with federal American Rescue Plan Act stimulus dollars, according to NOPD. It comes with bells and whistles to streamline the work of police report writing and improve accuracy, officials said. For example, the old system could leave the exact locations of crimes uncertain. “Previously, you would say, ‘This happened at this address,'” said Jessica Nezat, director of analytics at NOPD. “But you wouldn’t know, necessarily, if it happened inside a house, in the driveway, in the road. Now we do.” An expanded list of offense types — 48 compared with eight in the old system — allows for greater nuance in crime data reporting, which in turn can shape policing strategy, NOPD superintendent Anne Kirkpatrick said. Reports can move electronically between the district attorney’s, public defender’s and sheriff’s offices.

Thanks to features including automatic cross-referencing of state charges and NOPD signal types, the new system may also prevent the kinds of errors that led the NOPD to under-count sex crime data it furnished to the FBI in 2021 and 2022. The undercounting meant that victim-serving organizations in the city received less funding than they would normally from federal grants meant to help victims. Those grants are awarded in part based on the city’s share of crime in a given year. Until this month, NOPD remained one of a handful of departments that had not completed the FBI’s mandated transition to the new federal system, its progress hamstrung by the COVID-19 pandemic and the failed Hexagon project spearheaded by former Orleans Parish Communications District executive director Tyrell Morris, who was convicted last month of malfeasance and fraud, among other charges.

Ninety percent of U.S. city police departments are compliant with the federal government’s incident-based system, according to Jeff Asher, a New Orleans-based consultant and data analyst. “It’s something New Orleans should have had a while ago,” Asher said. “I hope they are able to backfill their old data. NOPD doesn’t have 2024 and 2025 data with the FBI, so I hope they are able to rectify that situation with the state.” NOPD has asked the Louisiana Commission on Law Enforcement to reactivate the old Uniform Crime Reporting platform so the department can submit its 2024 and 2025 crime data to the FBI, Nezat said. The department used the same workaround in 2021, 2022 and 2023 to send its data to federal authorities. But now that the platform has been fully decommissioned, that may no longer be possible.

“They have not been able to do so yet,” Nezat said. “We would very much like to have that there for comparison purposes.” The switchover also means an apples-to-apples comparison of year-to-date crime data won’t be possible until the year anniversary of Mark 43’s launch—a date that marks the light at the end of what has been a long, arduous transition tunnel: Nov. 4, 2026.

Mark43 Appoints Domenico Pellegrini as Vice President of Federal Markets

WDSU (LA): NOPD rolls out $30 million system to modernize operations

The New Orleans Police Department is taking another big step forward in modernizing how it serves and protects the city.

Officials have rolled out the Mark43 platform, a $30 million upgrade that promises to make police work faster, more accurate and more transparent.

This is one of the most wide-reaching public safety technology upgrades in the region.

More than 900 NOPD officers and 18 partner agencies are now connected through the new cloud-based system, replacing older software that city officials say was outdated and hard to use. The goal is to help officers spend less time behind a desk and more time out in the community.

“This technology deployment demonstrates our commitment to innovation and public safety for the City of New Orleans,” said Mayor LaToya Cantrell. “By investing in Mark43’s modern, cloud-native public safety solution, the City is building a foundation for safer neighborhoods and stronger trust between law enforcement agencies and the residents they serve.”

Mark43 Chief Customer Officer Tim Merrigan said the system is designed to make officers’ jobs easier and improve how data is tracked and shared.

“What you’ll see is a time savings for each officer as they go through this,” Merrigan said. “Now they can put more time back into the community. I don’t think anyone becomes a police officer to write reports. As much as we can streamline that and gain an efficient experience, we can return that time and the commitment to the community and also develop better data. So now you have a better data set, better reporting.”

The Mark43 system replaces NOPD’s previous reporting software, which officials said couldn’t keep up with new federal standards or handle the city’s growing needs.

The new cloud-based design links 13 different data systems and connects with 18 other agencies, including the Louisiana State Police, which also uses Mark43.

For the first time, NOPD will be able to fully report to both the Louisiana Incident-Based Reporting System and the National Incident-Based Reporting System, a major milestone as the department continues working under its federal consent decree. NOPD Director of Analytics Jessica Nezat said the system’s built-in checks will ensure every report meets higher standards for accuracy and accountability.

City Chief Information Officer Kimberly LaGrue said the $30 million project was funded through the American Rescue Plan Act, part of a larger effort to modernize the city’s entire criminal justice system.

“The platform provides NOPD with a modern reporting system, ensuring the City of New Orleans meets federal and state data-reporting requirements to secure federal funding for the City,” LaGrue said.

Nathaniel Weaver, who leads the city’s Justice Tech Modernization Program, said this isn’t just a software upgrade; it’s a turning point.

“This is a foundational transformation in how the NOPD operates as a modern police department,” he said. “Mark43 unites our systems, partners, and data in one environment, strengthening our ability to collaborate, respond, and deliver smarter public-safety outcomes across the city.”

City leaders say this is only the first step. The Mark43 rollout is part of six major technology projects that will connect New Orleans’ entire justice system. The new system gives police access to real-time analytics that can help spot crime trends faster, improve resource deployment, and make data more transparent to the public.

Superintendent Anne Kirkpatrick said the new system is already making a difference.

“Mark43 has delivered a modern, easy-to-use system that will save valuable time in the field, improve accuracy, and enhance the department’s ability to deliver the highest quality of service to our community,” she said.

Officials called it a major leap forward, one that they believe will keep improving as technology evolves and help NOPD continue building trust with the community it serves. This comes as the department moves closer to ending the federal consent decree that has guided reforms for more than a decade.
