American Security Today: Mobility is a Necessity in Today’s Public Safety Software Environment

By: Tammy Waitt

Guest Editorial by Matt Polega, Cofounder and Head of External Affairs at Mark43

In 2023, community members expect their local first responders to have the same mobile, modern technology that civilians use daily.

For many agencies, the lack of modern systems and software forces users to step backward in their professional lives. They work with antiquated technology systems that are slow and burdensome.

Mark43 took home the Gold for Best Public Safety Workforce Management in the 2021 ‘ASTORS’ Homeland Security Awards Program.
Mark43 took home the Gold for Best Public Safety Workforce Management in the 2021 ‘ASTORS’ Homeland Security Awards Program.

Many in public safety rely on a mobile data terminal (MDT) that is tethered to their vehicle to remain in communication with their team.

These older systems put first responders at an increased risk by not providing real-time tracking of an officer’s whereabouts or arming the officer with the right information at the right time for heightened situational awareness.

A recent Mark43-commissioned survey details that U.S. public safety professionals expect modern technology at work.

Most first responders (93%) said they rely on their mobile devices for emergency dispatch software, capturing evidence, or connecting with the community.

The sentiment across civilians and public safety personnel is the same: mobility is key.

(“Law enforcement turns to new tech solutions to help cops in the field.” Fox News TV highlights the growing number of police departments turning to new mobile apps, such as Mark43, to help them to serve their communities better. Mark43 co-founder Matt Polega shares: “Police can leverage mobile technology so that they can remain in the field and get information more quickly. By using their phones, officers know where they have to go, the route they have to take through the city, and they can even get a preview of the type of situation they will have to deal with.” Courtesy of Fox News TV, Mark43 and YouTube. First responders need responsive technology that meets them where they are: in the field, engaging with the community.

One of the best ways public safety agencies can meet their employees’ expectations is by prioritizing mobility when adopting new technology. Integrating all workflows into one mobile solution is key to removing the excess cost and burden of having officers jump from application to application.

A mobile solution also allows officers to self-initiate responses and capture relevant in-field data to strengthen their reporting.

Mark43’s OnScene, a New Mobile-First Responder App for iOS and Android, gives Public Safety Agencies Superior On-the-Go Technology to Enhance Responsiveness

I have long been struck by how much time law enforcement officers still spend in their cars, driving back and forth to the station.

In the above survey, 68% of public safety survey respondents said they needed to return to their offices or station houses for required paperwork instead of using mobile reporting technology.

No police officer I have ever talked to said they pursued a career in public safety because they loved filling out the paperwork.

One of the reasons my co-founders and I started Mark43 was to help cut back the time that officers spent on reporting so that they could get back to the reason they signed up – to further public safety.

Mobility is changing public safety for the better. Mobile technologies allow responders to easily record information from the field without returning to the office. Easy-to-use apps are vital extensions of mission-critical systems like computer-aided dispatch (CAD) and records management systems (RMS).

(WSMV on Nashville’s 911 center choosing Mark43 Alternate CAD two years after the Christmas Day bombing. “Currently, when the CAD goes down at the center, the backup is a sheet of paper. Dispatchers must record each call by hand, at times logging 100 calls an hour. Now, if it goes down, the Mark43 system will kick in.

Mobility allows officers to be untethered from their vehicles yet maintain full, uninterrupted access to all the vital information they require.

To deploy this technology, however, there must be assurances that the flow of information to and from the field is uninterrupted.

Public safety agencies today face many challenges to the resilience of their information infrastructure: a rise in natural disasters, man-made critical incidents/domestic terror attacks, and even data usage increases that could impede an agency’s CAD or RMS.

Increasingly, public safety agencies are turning to the cloud for this core infrastructure.

Agencies are moving away from on-premises systems, with servers located in a facility inside the agency or municipal headquarters. They are moving instead toward resilient, redundant, cloud-native platforms.

Mark43 Alternate CAD is designed to serve as a backup to your community’s primary CAD, providing the modern technology needed to keep your agency operating and constantly connected.
Mark43 Alternate CAD is designed to serve as a backup to your community’s primary CAD, providing the modern technology needed to keep your agency operating and constantly connected.

Cloud-native platforms, operating without interruption, keep telecommu-nicators and first responders constantly connected to their communities to respond immediately to urgent calls for service, regardless of any natural disaster or other large-scale incidents that would strain legacy systems.

Mobile software running on cloud-native platforms provides first responders with real-time information and enables them to interact more effectively with the communities they serve.

It empowers first responders by allowing them to react and respond, no matter where their mission takes them. First responders should always have access to pertinent information that will keep them informed and safe, and mobile apps ensure that essential information is at their fingertips.

Modern policing demands that public safety uses modern tools and technology.

Public safety leaders looking to have a lasting impact on their communities should embrace the latest advances in mobile technology to continue to meet communities where those communities need them most.

Mark43 streamlines the procurement of cloud-native public safety technology in AWS Marketplace

April 12, 2023 – Mark43, a leading mission-critical public safety software company, today announced that in collaboration with Carahsoft, its products are available in AWS Marketplace. AWS Marketplace is a digital catalog with thousands of software listings from independent software vendors that make it easy to find, test, buy and deploy software that run on Amazon Web Services (AWS).

As an AWS Partner and a member of the AWS Public Sector Partner Program (PSP), Carahsoft helps streamline the procurement process for public sector agencies. By working with Carahsoft, The Trusted Government IT Solutions Provider®, government agencies can now  enjoy a streamlined procurement process with Mark43.

Mark43 is a vendor of choice due to its innovative, resilient, and enhanced technology for first responders. In particular, the user-friendly Mark43 RMS system is cloud-native, which means it updates in real time and allows for users to remain constantly connected and share mission-critical data throughout the day. The Mark43 CAD operates as a natural extension of the telecommunicator, call taker, and in-field first responder during an emergency response.

Mark43 runs on AWS GovCloud (US). As a leading cloud-native public safety technology company, Mark43 continues to leverage AWS’s cloud services to provide enhanced RMS and CAD solutions. The cloud-native platform ensures superior data security controls that public safety agencies can trust, as evident in Mark43’s unwavering commitment to a security program which includes SOC 2 and SOC 3 certifications.

“Public safety leaders deserve a resilient, reliable and secure technology platform,” said Mark43 Vice President of Federal & Emerging Markets Patricia Trexler. “We are excited to expand Mark43’s availability in AWS Marketplace to bring our mission-critical technology to support even more public sector customers who deserve the best CAD and RMS systems. These platforms are built on AWS and run on AWS GovCloud (US) so they offer enhanced security and resilience. Working with Carahsoft, we are now able to make the purchasing process easier for public safety agencies and educational institutions, helping to get mission-critical systems into the field as soon as possible.”

“We are proud to work with Mark43 and our reseller partners to bring modern cloud-native public safety technology in AWS Marketplace,” said Lacey Wean, Sales Director who leads the Mark43 Team at Carahsoft. “By leveraging the power of AWS, Mark43 enables law enforcement agencies to securely accelerate their digital transformation. We look forward to continuing to support agencies in their mission to protect citizens.”

“There were questions about other vendors, but it was very easy to explain to them why we chose Mark43,” said San Antonio Police Department Deputy Chief Karen Falks. “The fact that it was cloud-native, the system was device-agnostic, we can give them phones, tablets, whatever they want to use. So many of the questions were about how Mark43 was going to help the officers. We talked about how the day-to-day systems would integrate with Mark43. And we identified there were seven systems we would integrate in the first phase. It wasn’t a hard sell because they knew. And they were happy we found something our entire department was happy with.”

“AWS is constantly looking for ways to help government agencies increase efficiency and digitize operations. Having Mark43’s mission- critical public safety software in AWS Marketplace provides another avenue for customers to purchase cloud-based solutions that can help modernize public safety,” said Ryan Reynolds, Justice and Public Safety Leader at AWS.

Mark43 launches OnScene, mobile first responder app for iOS and Android

April 5, 2023 –– Mark43, the leading mission-critical public safety software company, today announced that the Mark43 OnScene mobile app is now available on iOS and Android smartphones.

First responders need mobile, responsive technology that meets them where they are. Mark43 OnScene, part of the cloud-native Mark43 Public Safety Platform hosted on AWS, is a mobile, on-the-go app that extends an agency’s computer-aided dispatch (CAD) deeper into the field, untethered from a mobile-data terminal (MDT) and vehicle. It was developed to meet the need of public safety agencies for a mobile, responsive technology that works where their first responders work – in the field, with the community.

Mark43 OnScene runs on a resilient, redundant, cloud-native platform. It equips first responders with the powerful context and situational awareness of a traditional CAD but puts that information into their hands via their mobile devices, even while away from their vehicle. The app, operating without interruption, keeps telecommunicators and first responders constantly connected to their communities to respond immediately to urgent calls for service.

A recent survey of U.S. public safety professionals commissioned by Mark43 found most first responders (93%) rely on their mobile devices for emergency dispatch software, capturing evidence and connecting with the community. Mark43 OnScene:

  • Enables faster, officer-initiated responses by modernizing and streamlining workflows.
  • Increases first responder safety and situational awareness. Real-time GPS tracking allows supervisors and telecommunicators to see the responder’s exact location, even once an incident takes the responder out of the vehicle.
  • Creates a holistic agency-level approach to data-sharing. Agencies can scale up operations by having all the information securely integrated, updated and available across all devices.
  • Meets agency and community expectations. Modern, intuitive technology enables sworn and civilian agency personnel to have more effective interactions with the communities they serve.

Captain Glen Brock, Hemet (CA) Police Department said, “Mark43 OnScene is really intuitive and it mirrors the functionality of [Mark43] First Responder. Officers are able to do a lot more away from their car. It’s been a huge help and will relieve dispatchers from a lot of functions, and will increase efficiency. On-person GPS will increase officer safety. To be able to log in on the phone, anywhere, is huge for situational awareness.”

Matt Polega, Mark43 Co-founder and Head of External Affairs said, “Today’s first responders are accustomed to using modern, intuitive tools in their daily life – specifically smartphones powered by apps – and they deserve the same quality of technology in their work environment. Mark43 OnScene empowers first responders by providing them with mobile technology that allows them to react and respond, no matter where their mission takes them.  First responders should always have access to pertinent information that will keep them informed and safe, and Mark43 Onscene ensures that information is at their fingertips.”

The Mark43 Public Safety Platform is cloud-native, which means it updates in real time and allows for users to remain constantly connected and share mission-critical data throughout the day. In addition, it ensures superior data security controls that public safety agencies can trust, due to Mark43’s unwavering commitment to the highest levels of compliance and cybersecurity.

Mark43 announces new partnership with the Boynton Beach Police Department to bring a modern, mission-critical platform to South Florida

March 29, 2023 – Mark43, the leading mission-critical public safety software company, today announced that it is partnering with the Boynton Beach Police Department to bring its industry-leading cloud-native records management system (RMS), computer-aided dispatch (CAD), and analytics suite to Boynton Beach. This represents Mark43’s first customer in Palm Beach County, and gives the Boynton Beach Police Department and Fire Rescue a modern, cloud-native platform that will enhance the effectiveness of first responders and support the safety of the entire community.

Mark43 was Boynton Beach’s vendor of choice due to its innovative, resilient, and best-in-class technology for first responders. In particular, the user-friendly system is cloud-native, which means it updates in real time and allows for users to remain constantly connected and share mission-critical data throughout the day. This allows for enhanced proactive patrolling and  strengthened first responder safety since they will have the latest intelligence at their fingertips, and will also lead to more time serving their community.

The Mark43 RMS is an intuitive records management data system which will be used by officers and staff in everyday policing. The technology that powers the Mark43 RMS enables faster report-writing, integrated compliance standards, better case management, and a superior user experience that leads to enhanced work performance and job satisfaction. In addition, Mark43’s customer support and 24/7 steadfast assistance will alleviate IT maintenance pressures so Boynton Beach personnel can focus on other agency priorities.

This new partnership with Mark43 will also provide Boynton Beach with Mark43 CAD, which operates as a natural extension of the dispatcher, call taker, and in-field first responder during an emergency response. Boynton Beach telecommunicators, serving both the Boynton Beach Police Department and the Boynton Beach Fire Rescue, will use the system’s functionality to pinpoint exact caller / responder locations and clearly display data for increased situational awareness when responders arrive at calls. This enhances safety for emergency responders and ensures the right units are deployed seamlessly. The cloud-native public safety platform also ensures superior data security controls that public safety agencies can trust, due to Mark43’s unwavering commitment to the highest levels of compliance and cybersecurity.

Joe DeGiulio, Chief of Boynton Beach Police Department said, “The men and women of the Boynton Beach Police Department and Fire Rescue deserve best-in-class modern technology. We live in a world of advanced technology and accessibility, but too often our public safety legacy technology does not keep pace. This impacts retention and recruitment, response times, officer safety and the ability to respond in times of crisis. Mark43’s modern, intuitive platform eliminates keystrokes for dispatchers and our first responders so they can spend more time on patrol and responding to calls for service. Our staff is excited for this massive technology upgrade and we’re confident it’s going to serve our community for years to come.”

Matt Polega, Mark43 Co-founder and Head of External Affairs said, “We are thrilled to launch this partnership with the Boynton Beach Police Department and Fire Rescue which so clearly prioritizes the technology tools for first responders and Boynton Beach residents. Our cloud-native platform will provide first responders with the capabilities that get them the latest information in real time to support their community. By moving away from an on-premises platform to one that is cloud-native, Boynton Beach is a clear leader in public safety.”

The new partnership also includes robust training to ensure that officers and telecommunicators are adept at using the platform. Mark43 worked with the BBPD to customize a comprehensive training program that includes expanded hours and onsite support during implementation. This includes visits to Roll Calls to ensure seamless onboarding.

In addition, with the reality of hurricanes in the greater South Florida region, having a cloud-native, resilient system is vital for Boynton Beach. This is essential so that first responders and the public can have confidence in times of emergency and crisis that they will continue to provide and receive uninterrupted service.

“If your emergency communications are interrupted, it impacts the public’s confidence in your agency,” said Chief DeGiulio. “ If a jurisdiction gets hit by a catastrophic storm, having a police department and fire rescue that is able to continue to do the primary functions and provide a level of normalcy for the community is a way to reassure your community that we will all get through this together.”
